Position Summary
The Senior Engineer Technician - Permits and Compliance will be responsible for reviewing, approving, processing, issuing, and inspecting work activities under permit to ensure compliance with agency standards and specifications. This includes:
- Reviewing and processing permit applications for private and commercial entrance permits, utility permits, and land use permits
- Conducting on-site inspections for subdivision and permit projects to ensure compliance with regulations and standards
- Reviewing site plans, special permits, rezoning requests, and land divisions to ensure compliance with agency standards
- Completing required paperwork to process permits and subdivision acceptance
- Meeting with applicants in the field to review project work zones and determine bond estimates
- Responding to citizen inquiries and concerns regarding permit-related issues
Key Responsibilities
As a Senior Engineer Technician - Permits and Compliance, you will have the following key responsibilities:
- Review and process permit applications to ensure compliance with agency standards and specifications
- Conduct on-site inspections to ensure permit work zones are designed and implemented properly
- Ensure traffic control is maintained according to guidelines
- Respond to citizen inquiries and concerns regarding permit-related issues
- Review and process new street additions and county bond projects and additions into the State Secondary System
- Complete required paperwork to process permits and subdivision acceptance
Requirements and Qualifications
To be considered for this role, you must have:
- Knowledge of highway construction and roadway maintenance procedures and land use permitting processes/procedures
- Ability to interpret VDOT Road and Bridge Standards and Specifications, VA Work Area Protection Manual, Access Management and Land Use Permit regulations, and Subdivision Street requirements
- Ability to read and interpret site plans, road construction plans, property plats, utility plans, and sketches
- Ability to obtain necessary Materials Certifications needed within 12 months of employment
- Ability to communicate effectively both orally and in writing
- Ability to creatively resolve challenging complaints
- Skill in setting priorities and multi-tasking
- Skill in operating computers (MS Office preferred)
- Valid driver's license required
Preferred Qualifications
The following qualifications are preferred:
- Experience in roadway construction and maintenance activities
- Experience working with MUTCD, VA Work Area Protection Manual, Road Design Manual, VDOT Road and Bridge Standards and Specifications, Access Management Regulations and Land Use Manual
- Current possession of VDOT Material Certifications or ability to obtain certifications within 12 months in concrete/asphalt
- Experience with processing land use permit applications and street acceptance packages
- Intermediate Work Zone certification preferred
