Job Description
As the IT Business Programmer for Outreach Health, you are responsible for developing, maintaining, and optimizing the technology systems that power our home health care operations. This role sits at the intersection of healthcare operations and software development - bridging clinical workflows, payroll processing, scheduling, and compliance reporting through smart, reliable technology solutions.

Essential Job Functions
Systems Development & Integration
- Design, develop, test, and maintain custom applications, scripts, and automation workflows supporting core business operations
- Build and support integrations across systems including scheduling platforms, payroll systems, HRIS, billing systems, and AI-driven tools (e.g., ATS, automation agents)
- Develop and manage APIs, data pipelines, and file-based integrations to ensure seamless data exchange across platforms
- Create and maintain scalable solutions for payroll processing, including automated export generation, validation, and reconciliation of hours, rates, and compensation data
- Ensure reliability, performance, and scalability of all developed solutions in a production environment
Data Engineering and Reporting
- Develop and maintain SQL queries, stored procedures, and data models to support operational and executive reporting
- Build automated reporting solutions for payroll reconciliation, workforce utilization, billing accuracy, and compliance tracking
- Support and enhance data warehousing or centralized reporting environments
- Ensure data integrity, consistency, and traceability across all integrated systems
Business Analysis & Process Optimization
- Partner with operations, HR, payroll, billing, and leadership teams to understand workflows and identify opportunities for automation and improvement
- Translate business requirements into technical solutions that are scalable, maintainable, and aligned with organizational goals
- Identify inefficiencies and implement process improvements through automation, AI, or system enhancements
- Support system implementations, upgrades, and migrations, ensuring minimal disruption to operations
Compliance & Data Governance
- Ensure systems and integrations comply with applicable healthcare regulations including HIPAA, EVV requirements, Medicaid billing, and state-specific labor and care regulations
- Maintain audit-ready systems by ensuring accurate, complete, and traceable data across platforms
- Support compliance-related reporting and data extraction for audits and regulatory reviews
- Enforce data governance standards, including security, access control, and data handling best practices
Support, Documentation & Continuous Improvement
- Troubleshoot and resolve complex system and data issues across integrated platforms
- Serve as a technical escalation point for critical issues impacting payroll, scheduling, billing, or core business operations
- Document system architecture, integrations, workflows, and custom development for long-term maintainability
- Provide training and guidance to internal users on system capabilities and best practices
- Continuously evaluate emerging technologies and recommend improvements to enhance organizational capabilities

Required Skills, Education, Certification, License, and/or Experience
Education
- Bachelor’s Degree in Computer Science, Information Systems, Health Informatics, or a related field
- Equivalent combination of education and directly relevant experience will be considered
Experience
- 3+ years of programming or business systems experience, preferably in a home care, long-term care, or healthcare setting
- Hands-on experience with one or more home health care platforms
- Experience building or managing payroll file exports and integrations between scheduling and payroll systems
- Proficiency in SQL and at least one programming or scripting language (C#, .NET, Blazor, Python, JavaScript, VBA, PowerShell, or similar)
- Familiarity with HIPAA, EVV compliance, Medicaid billing requirements, and home health regulatory frameworks
Technical Skills
- SQL / relational databases (SQL Server, or PostgreSQL)
- API development and RESTful integrations
- Microsoft Office / Excel (advanced: pivot tables, VLOOKUP, Power Query)
- Report-building tools (SSRS, Power BI, Crystal Reports, or similar)
- Version control (Git or equivalent)

Preferred Skills, Education, Certification, License, and/or Experience
- Experience designing and supporting integrations with home care platforms, including payroll file generation, validation, and transmission workflows (e.g., HHAeXchange or similar systems)
- Working knowledge of Electronic Visit Verification (EVV) systems, including implementation, data validation, and compliance monitoring
- Familiarity with healthcare billing standards and transaction formats, including 837P claims and 835 remittance processing
- Experience working within regulated healthcare environments such as home care, hospice, or behavioral health
- Strong understanding of data governance, security, and compliance requirements within healthcare systems
- Certifications such as CompTIA Security+, Microsoft Certified: Azure Data Engineer Associate
- Experience with automation technologies, robotic process automation (RPA), or AI-driven solutions is a strong plus
- Bilingual proficiency (English and Spanish) is a plus, particularly in support of diverse caregiver populations
Working Conditions and Physical Requirements
While performing the duties of this job, the employee may encounter light exertion in lifting, moving, and carrying lightweight supplies and equipment. Must be able to work in a work environment that involves intermittent body movements such as walking, standing, bending, stooping, reaching, sitting, and viewing monitor(s) for extended periods. Duties involve application of skill requiring motor coordination, finger dexterity, and strength in hands/limbs for typing and machine operation, or a reasonable accommodation to perform required tasks. This position is primarily remote with some necessity for travel. Standard business hours apply, with occasional evening or weekend availability for urgent system issues or payroll processing deadlines. Occasional local travel to branch offices may be required.
