We are expanding our regulatory footprint in the United States to support direct crypto-to-USD conversion and money transmission capabilities within a fully compliant framework. The Opportunity We are seeking a senior, hands-on Regulatory Licensing Consultant to lead Elibrium’s US licensing strategy and execution, including: • FinCEN MSB alignment • State Money Transmitter License (MTL) rollout • Regulatory structuring for crypto/stablecoin-to-USD conversion • NMLS filings and regulator engagement This role is ideal for an experienced individual practitioner who has personally led licensing processes end-to-end. Key Responsibilities • Assess Elibrium’s crypto-to-USD transaction flow and regulatory exposure • Build a state-by-state licensing roadmap for US money transmission operations • Lead Wave 1 and Wave 2 Money Transmitter License applications through NMLS • Prepare and manage MU1, MU2, surety bond documentation, and financial disclosures • Support development and maturity of BSA/AML and OFAC compliance programs • Respond directly to state regulator inquiries, deficiency letters, and licensing exams • Advise on virtual currency and stablecoin conversion treatment across jurisdictions • Coordinate licensing strategy with partners such as Highnote and banking providers • Serve as a long-term regulatory advisor as Elibrium internalizes key payment rails Ideal Candidate Profile We are specifically looking for a senior individual consultant. Strong candidates will have: • 10+ years of experience in US fintech regulatory compliance or licensing • Direct ownership of Money Transmitter License approvals across multiple states • Deep familiarity with NMLS filings, including MU1 and MU2 workflows • Experience with crypto, stablecoin, or virtual currency conversion compliance • Proven ability to interact with regulators and manage licensing examinations • Background as a fractional Head of Compliance, licensing lead, examiner, or in-house regulatory operator • Practical execution mindset with strong attention to detail Engagement Details • Fractional or retainer-based consulting role • Long-term collaboration preferred • Remote, US-based strongly preferred • Competitive monthly compensation based on experience and scope Why This Role Matters This role is focused on building the next stage of regulated infrastructure: enabling Elibrium to support crypto-to-USD conversion and transmission directly within the US regulatory perimeter.
