Role Description The purpose of this position is to independently determine employers’ liability for Unemployment Insurance coverage and Paid Leave Oregon coverage by accurately interpreting and applying complex regulations and the law under Oregon Revised Statutes Chapter 657 and Chapter 657B and Oregon Administrative Rules chapter 471. • Assign tax rates and impose penalties in a variety of compliance situations where independent judgement is required to select which procedures to follow. • Provide assistance and advice necessary to assure the proper reporting of payroll subject to Employment Department laws. Qualifications • Two years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide eligibility or compliance with program guidelines and regulations. • Note: college-level course work may substitute for the experience on the basis of 45-quarter units per year of experience. Requirements • Commitment to valuing diversity and promoting inclusion. • Basic knowledge of government regulatory processes. • The capacity to explain and educate on complex liability and statutory concepts in clear and simple terms to a wide audience. • Ability to work a variety of different tasks while independently maintaining adherence to task due dates and timeliness requirements. • Experience applying complex rules, statutes and policies to determine program liability. • Experience identifying program non-compliance and determining methods of resolution within established rules, statutes and policy. • Ability to create and organize a personal system for maintaining resources and capturing updated information, policies and procedures.
