About the position The Budget Analyst (Fiscal Analyst 3) at the Oregon Employment Department plays a crucial role in analyzing complex systems and programs, focusing on financial aspects that impact Oregonians. This position involves conducting comprehensive studies, tracking state and federal laws, analyzing departmental budgets, and developing strategies to meet budget targets while ensuring compliance with regulations. The role emphasizes collaboration with managers and requires strong analytical skills to communicate complex information effectively. Responsibilities • Conduct analyses of complex systems and programs, focusing on financial aspects. • Coordinate comprehensive studies and reviews of fiscal, policy, and operational issues. • Track and analyze state and federal laws and determine implications for the department. • Review legislative proposals and analyze the department's budget. • Identify policy and financial issues and develop, interpret, and monitor the budget. • Monitor, evaluate, and revise financial operations for compliance with legal, federal, and state regulations. • Develop strategies with managers to meet budget targets while addressing operational needs. • Review and revise policy analysis and complete fiscal analysis in preparation for legislative sessions. Requirements • Six years of progressively responsible experience in budget preparation, analysis, and administration. • Experience must include modeling and forecasting fiscal information. • Bachelor's degree in business, Public or Non-Profit Management, Finance, Accounting, or a related degree may substitute for three years of experience. • A graduate-level degree may substitute for four of the six years of required experience. • Demonstrated experience with budget preparation and administration. • Ability to communicate complex mathematical and analytical concepts to a non-technical audience. • Excellent analytical and problem-solving skills. • Proficiency with spreadsheet software and Microsoft Office applications.
