Description
This home-based (remote) position is open to Washington residents.
Field work throughout Washington State is required and is expected to comprise approximately 55% of work time.
The Opportunity
As a key member of the Behavioral Health Investigation team, you will conduct on-site and off-site inspections and investigations in multiple geographic areas within Washington State to determine compliance with state and federal health and safety standards and regulations in public and privately-owned behavioral health providers or programs applying professional judgement, skills, and technical knowledge.
Key Responsibilities Include:
• Lead and direct initial and routine inspections and/ or complaint investigation coordination of assigned facilities in the direction of the supervisor.
• Develop an overall approach and create an inspection or investigation plan by gathering information on past inspections, complaints, current laws and rules, team member/co-worker input for planning and organizing inspection or investigation processes.
• Collect information by interviewing staff, residents, family members or representatives, providers, agency/facility personnel, other interested or affected parties, and review documents, policies, and procedures.
• Observe and evaluate the health care facility or agency treatment program as well as operation of facility health and safety activities during inspections and investigations for compliance with health and safety standards.
• Use environmental measurement instruments to collect information about the facility and observe environments for safety hazards including slip hazards, air quality, and hygiene, infection control, food safety, and physical environment.
• Review policies and procedures to evaluate the regulated health care facility or program compliance with laws, rules, and regulations.
• Review health care facility staff or personnel records to evaluate compliance with required personnel requirements.
• Identify findings in state and federal inspections and investigations to compile and prepare necessary documentation of deficiencies or violations in support of proposed corrective or legal action.
• Serve as primary point of contact with the facility representative and Office of Health Systems Oversight management during an inspection or investigation.

Required Qualifications

Option 1: Six (6) years of experience in applying state and federal health and safety standards and regulations in a survey, inspection, investigation, auditing, or accreditation environment, or experience working in law, criminal justice, law enforcement, or public safety, social work, social science, counseling, public or private sector health-related industry, or other related field.
Option 2: A bachelor's degree or higher in law, criminal justice, law enforcement or public safety, social work, social science, counseling, public health, health care administration, or other related field. AND
Two (2) or more years of experience in applying state and federal health and safety standards and regulations in a survey, inspection, investigation, auditing, or accreditation environment or in a public or private sector health-related industry, or other related field.

Preferred Qualifications

• Licensed as an independent clinical counselor in the State of Washington or eligible to obtain licensure within six (6) months of hire. A licensed independent clinical counselor includes: substance use disorder professional certification, mental health counselor license, marriage and family therapist license, and social worker independent clinical license.
• Experience in environmental health or registered as an Environmental Health Specialist or Registered Sanitarian.
• A master's degree in law, criminal justice, law enforcement, public safety, social work, social science, counseling, public health, health care administration, or other related field.
• Experience working with and interpreting state laws, or federal regulations related to behavioral health agencies or other regulated licensed or certified health care facilities.

Working Conditions:
The following describes the working conditions of this position, with or without reasonable accommodation.
Work Setting:
• This position works in multiple geographic regions within Washington state. Duties require regular in-person attendance and travel to various locations throughout the state. When not traveling for work, the incumbent may work from a DOH facility or alternate location. The official duty station is home-based.

Schedule:

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
